Background
The Aorangi South Canterbury course rating teams work together on the District Courses and additionally the Women's team rate some North Otago courses for Women.  Up until now they have worked independently of the Otago Men's rating committee.  The teams are made up of volunteers who give their time to try and rate all courses on a five year roster.  As with many rating teams throughout New Zealand this has not been achieved recently.

The Course rating teams work independently but report to the Aorangi South Canterbury Board, of which they are a sub committee.

After many years of Course rating Derek and Trish Hayman have stepped down from the teams and new convenors have been established for 2010.


Rating Policy

1.

A section of the Aorangi South Canterbury website shall be established in order to publicise this policy, the procedures for clubs to follow and the contact details.
 

2.

The Course rating Teams will attempt to maintain the New Zealand Golf policy on five yearly reviews of course rating at no cost to the member Clubs.
 

3.

Clubs seeking a review of their Rating should contact one of the rating convenors in the first instance.  Where significant changes are made to the course one of the rating convenors should be notified prior to the change.  This is particularly important if a course rating is imminent as the teams will delay the rating until after the changes thus saving the Club the expense noted in 4 below.
 

4.

Where a Club requests an additional rating review because of changes made the Aorangi South Canterbury Association will charge actual costs incurred e.g. mileage.
 

5.

Clubs will prepare the Course for rating teams according to “Preparations for Course Rating Visits”.
 

6. Wherever possible the Men's and Women's teams will work together rating the District Courses.

Rating multiple courses for a Club requires additional time and effort and WILL NOT be done unless there is an assurance that the course will be used by the Club and District.  An example is the Women's white tees which are never used  - even for representative fixtures such as the Templar Trophy.  The Aorangi South Canterbury Board will need to establish their policy on this issue!

After the Course Rating information is submitted to New Zealand Golf, Clubs will be asked to ratify this online before the new rating is activated.  This approval step is solely to ensure that correct measurements are recorded e.g. length of holes, par value and stroke rating. Clubs cannot question the course rating values, as they do not have all the information.
 

Note: The calculation of which holes Strokes are given is solely the responsibility of the individual Club and the Course rating Teams play no part in this.  Recommended procedures that Clubs should follow are listed in the New Zealand Golf Manual.  Once a Club decides to change Stroke ratings, usually to coincide with a card reprint, they must notify New Zealand Golf so that correct handicap procedures can be followed.

   


Preparations for Course Rating Visits

1. Clubs must ensure that all holes have been accurately surveyed for length, measuring down the centre of the fairways.  This is critical as the major component of the rating value is the length of the Course.
2. Clubs must send to the Rating Convenors an up to date card at least two weeks prior to the Rating Visit.
3. In establishing a date for the rating Visits Club officials will need to check all programmes, mens, womens, veterans, course hires etc to ensure that the selected date is free of organised golf for the rating teams.  On the day casual players can still play but must work around the rating teams.
4. Greens staff will be asked to present the course as it is normally played by the members.
   

On The Day

1. Greens staff will need to mow 1 or 2 typical greens near the clubhouse so that green speed can be measured using the stimpmeter.
2. It is desirable that a Club representative is available on course to answer any questions of the rating teams.  Any member potentially interested in Course rating procedures might welcome the opportunity to see how the teams work.
3. Where possible Clubs should have up to 3 golf carts available for the rating teams to travel the Course.  Where this is not possible the teams will use their cars.
4. The Clubhouse should be available for the teams to get a hot drink at lunchtime.  They will provide their own food.
   

Targets for 2010 / 2011

With the changes to the personnel of the Course Rating Teams and the need for training of new members a number of targets have been established for this two year period.  They are:-

  > To introduce new raters in the Autumn of 2010.
  > To attend scheduled NZ Golf Seminars, probably in the spring of 2010.
  > To re-rate all 9 Courses rated prior to 2006 by the end of 2011
  > To try and get the Women's team working with the Otago Men's Team in the North Otago area.
